The APQ8060 is not a dual core A9....it is snapdragon S3 (similar to MSM8260 but no modems) and is really between an A8 and A9 core. It is Qualcomm's own design as they license the instruction set/architecture and not the actual core design
At least that is my understanding on the matter....
