While obviously development capacity is not the same as continuous production, it's surprising that Intel is continuing to develop in a region with minor (and potentially major) seismic activity.
The difference there is that the national government is willing to subsidize some amount of foundry capacity, and there is no place in Japan that is void of earthquake threat.
