It's not a full coverage waterblock. Some of the VRMs and other, non-core components are not being cooled by the waterblock, and hence need their own cooling solution.
OEMs are so limited in what they can do with these GPUs until NV and AMD are able to cut power consumption by a significant amount. I hope they focus on that in the next few generations so that coolers can be smaller and power supplies don't need to utilize half or more of the power delivery on a single household circuit. It makes using anything other than an iGPU a pretty unappealing prospect and even then, CPUs need a lot of help in that department as well unless you buy one of the better, lower wattage variants. It's easier to just stick with a laptop or phone (paired to a bluetooth controller) if you want entertainment.
For reference my 4090 suprim liquid x boosts to 2.85 ghz ($1799) using a 750 watt platinum sfx psu. Since gpu sales are dropping Asus decided to be competitive again like clock work!
