The article is incorrect about the three TPSCo fabs. Those will remain under TPSCo with 51% ownership by TowerJazz and continue to operate as a foundry. Nuvoton will simply take over PSCS's current 49% minority share of TPSCo.
If you need a business plan I would suggest you decide what business you are starting out but and get a plan made accordingly. I was not interested in this question, but I think that even if you try, you will not be able to find a lot of information without the involvement of insiders or professionals. The results of such events often become public within a few years of achievement.
