This would have been a poor passive cooler, low-loads or otherwise. The fins are too densely packed, the fans overlap much of the entry and exit surface, and airflow can only go in one direction. These are all good things for an active cooler, but passive cooling is a different challenge.
Was thinking this too. Individual chiplets/dies will dump their heat most effectively straight up through the IHS, though it does "spread" the heat somewhat it shouldn't be a huge issue, I just wonder why no one used a Vapor chamber on TR for air-cooling. Would be the best way of getting that heat off the MCM.
AMD has already launched 64 Core Epyc CPUs and so its not a surprise to find it on marketing material of a CPU cooler. Whats surprising is the sentence directly implies 64 core sTR CPU coming in weeks time.

My understanding is that **push-pull** coolers typically add little, if any, efficiencies.
That is, however, a good-looking unit at a reasonable price.
