Both companies are working in China. They can't ignore the market opportunities there - and they're likely considering the risk that if they don't, they'll simply be hacked and cloned anyway.
Actually they have plenty to stand on. After all, if, for example, google services are not allowed in China, why should they be allowed to be used by chinese companies outside to elsewhere? Anyway, w/e. China has a lot of technical skill, and it is not about low wages anymore. It is also about lax rules (environmental et al) and a business friendly environment (with lots of caveats). A very pliable workforce, for example.
