Agreed. Power limits on GPUs mean there's not much to gain clockspeed wise from water cooling. Water cooling can pay off with a quieter card; mostly because 120/140mm fans can move equal amounts of air at much lower speeds than the ~75/90mm fans you see on standard/over height cards. I could even see watercooling just the GPU and keeping the ram/vrm on air because they don't dissipate enough power to need a fast fan, especially if it lets you get away with a 1x120 radiator for increased system compatibility. All of that said, a 3 slot air cooler and a waterblock on the same card is just a stupidly excessive waste.
The ultimate shootout review would be this card versus the Galax HOF insane clown posse 2080Ti to see what the best option for burning $2000 to get 2% more overclock is.
