CS:GO will run on modern low end or even integrated graphics, but it will not be at a comfortable resolution or detail setting. Also in CS:GO, a lot of people find they need quite a bit of FPS, not just 60FPS. The professional games also play with 144Hz monitors I think, so minimum FPS needed is 144FPS for a smooth experience. A lot of people have said there's a huge difference between 60Hz monitors and 144Hz monitors in CS:GO.
