I wonder if they are holding back on PiP as a way to upsell to YouTube Red. One of the big features of that upgrade is the ability to play back music in the background, something you cannot do with YouTube's standard video player, but which you can (sorta) do with PiP by flinging the video off the edge of the screen.
This update is way better than recent updates and it definitely better the user experience on youtube app its a bit like https://tutuappsave.com/download/
