The low cost Windows laptop world has been a rather frustrating experience over the last several years. Manufacturers created big, bulky designs packed with low resolution TN displays and some of the slowest components they could dig up. We are still at a point where the average consumer thinks more is better, so low cost laptops would always have low performance mechanical hard drives. If you wanted a traditional clamshell laptop running Windows, it was just accepted that it would be large, heavy, have poor battery life, and generally have an unattractive design.

Google’s Chrome OS has redefined the price point for an inexpensive laptop. With low system requirements and a (mostly) constant connection to the internet, processor requirements were low, and storage requirements could shift to 16GB or so of flash storage; due to the random access nature of flash, this allowed good performance with less than amazing specifications. The fact that Chrome OS was free also allowed the manufacturers to keep the price down and move the low cost definition even lower.

This is not the first time Microsoft’s Windows operating system has felt pressure from beneath. The original netbook design moved the price down by using the free and open source Linux operating system as the basis. To combat this, Microsoft released a lower cost version of Windows XP, and eventually Windows 7, and took back the market for netbooks; however, while many netbooks were purchased between 2009 and 2012, the overall experience was often lacking and tablets eventually killed off most netbook designs. Now the world has shifted, and Chrome OS has advantages beyond price. It is simple and quick, and with the rise of Android on smartphones, many people are already using the Google ecosystem to do their daily tasks.

Microsoft earlier this year announced “Windows 8.1 with Bing” which is a low cost (as low as $0) version of Windows that has the specific requirement that Bing must be left as the default search engine in Internet Explorer. Manufacturers who go this route will not be able to get paid by Google or Yahoo to set their search engine as the default; end users however can set it to whatever they prefer. Some devices, such as the HP Stream 11, also come with a free year of Office 365 personal (one copy of Office for a single PC, one tablet, and one phone, plus unlimited OneDrive storage) which normally retails for $70.

Microsoft also announced at their Build conference that the system requirements for Windows 8.1 Update would be lower too. Minimum RAM is now 1GB, and the minimum storage requirements are now 16GB due to a new method of storing system files called WIMBoot. These changes will allow PC makers to offer Chromebook-like PCs but with a full operating system installed.

HP has taken advantage of these changes to produce their Stream series. There are currently three laptops and two tablets in the Stream product line, and all offer a very low starting price. The model we will be reviewing today is the HP Stream 11, which has an 11.6” display and some low priced components to allow HP to offer the Stream 11 for only $199.

It's interesting to note that sales of the Stream 11 have apparently been so good that HP currently lists it as being out of stock. You can find other resellers online, but the price is currently up 33% or more over MSRP depending on the reseller and their inventory. That's unusual, but it's a combination of the holiday shopping spree with a low cost laptop. We should see pricing return to MSRP in the future, but it could take a few weeks or more. Checking around, the device appears to be in stock at the Microsoft Store for the MSRP of $199.

To hit this kind of a price point, some sacrifices were clearly made, but the overall product is a nice looking, reasonably performing laptop. We cannot excuse all of the choices made, but when you are looking at a laptop with a $199 price point, expectations need to be moved down. The 1366x768 TN panel is no surprise, even though we would of course much prefer something with IPS. Touch is also not available at all on the Stream 11, though its bigger brother the Stream 13 has optional touch. Having eMMC storage rather than a "real" SSD is also expected, but the performance of the eMMC in the Stream 11 is actually pretty good. One thing that HP really did well though is the design.



Design

Looking at the HP Stream, the first thing that catches your attention is the brilliant Horizon Blue color scheme. There is also a model with Orchid Magenta as the base, and both of these colors really set the Stream apart from the myriad of black and grey laptops we have become accustomed to. The shell is all plastic (again, $199 price point) but the outside is not glossy and seems fairly resistant to fingerprints. The texture also makes you feel confident it will not slip out of your hands.

The top of the laptop features a bright chrome HP logo. The lid is fairly flexible, but opens and closes on a firm feeling hinge. The base of the laptop also has a bit of flex, but only a little. While not as solid feeling as something machined out of aluminum or other metals, the build quality of the Stream 11 is good.

The display bezels are large, which is not unexpected, but the plastic bezels are the same matte texture as the outside of the laptop so they do not show fingerprints. The original pictures of the 13” Stream model showed black bezels, and the contrast of colors offered a better look in my opinion, but for retail both the Stream 11 and Stream 13 stick with the single color.

The expansion ports are fairly sparse, with only two USB ports that are both on the right side of the device. Only one of those is USB 3.0, and neither offer sleep charging for smartphones and other USB charged devices. HDMI is included however, which will make the Stream 11 easy to connect to an external monitor. If you prefer to wirelessly connect to a monitor, the Stream 11 also supports Miracast. On the left side of the device is the SD card slot, which is likely going to be required since the onboard storage is not very high. It would be nice if the SD card was completely flush because of this, but unfortunately the card sticks out slightly when clicked into place.

The keyboard is a strong point on the Stream 11. HP has crafted a keyboard that is 97% of a full sized keyboard. The Stream 11 is also not ultrabook thin, allowing the keys to have good travel. Spacing is good between the keys, and unlike some notebooks, the keyboard layout is pretty much standard. The up/down keys are half keys stacked on top of each other and since they are used so much, it would be nice if they were full size, but the bevel between the keys makes it fairly easy to use both. The one downside to the keyboard is that, at least in the unit I received, there is a bit of vibration in the space key that can make it vibrate/wobble when you are typing. Expectations need to be lower for this price point, but this can get annoying when typing at a good clip. Still, overall the keyboard is good and I had no issues with it.

Another nice feature of the keyboard area is the micro dot color fading effect that is on the device. There is a gradient that starts with the Horizon Blue at the top of the keyboard and fades into a lighter blue by the front edge. It is a small detail but one makes the Stream feel a bit more upscale than the low price point would have you believe.

Unfortunately, the trackpad does not live up to the keyboard’s standards. Although the size is fine for a small laptop, the texture is not as smooth as I would like. Like most devices now, it is a clickpad. With no dedicated buttons for left/right click it is important to have good recognition of taps, and the Stream 11’s Synaptics unit has been unreliable in that regard. Several times I found myself tapping and waiting, only to realize that the tap was not registered. It does support all of the standard multitouch gestures, but I found myself disabling the Edge swipes almost immediately due to them constantly registering. A trackpad update to a better unit would improve this area, although that's unlikely considering the likely slim margins.

On the bottom of the device are the four rubber feet, which are large and easily keep the laptop from sliding around. There is nothing else on the bottom other than the two speaker grills. With the internals of the HP Stream 11 being Bay Trail based, the Stream 11 is completely fanless, so no air vents are required.

The overall design is quite good. It is small, easy to carry, fairly light, but feels solid. HP has basically taken the design of a Chromebook and put Windows on it. The color is bright and wonderful, and the texture is good. Some work needs to be done on the trackpad, and possibly the wobble of the space bar, but the overall package is exactly what Windows PCs need at the low end of the market.



CPU Performance

Netbooks have a rather poor reputation when it comes to performance. The original Atom processor was very slow, and of course it was mated to the slowest (cheapest) storage that could be found. The overall impression was never very favorable. Luckily, Intel’s Bay Trail architecture has helped tremendously for newer devices such as the Stream 11. Performance is good and power consumption is low, allowing devices such as this to offer good battery life and fanless designs.

To evaluate the performance, we ran through some web based tests as well as our traditional Windows benchmarks. We have not evaluated any other Windows laptops with Bay Trail, so I’ve included some of the results from the ASUS T100 review as well since it uses Bay Trail (although it is a quad-core tablet version Bay Trail-T) just to compare the dual-core Bay Trail-M version against something other than Haswell.

We do not have a huge selection of appropriate machines to compare against so I’ve included more devices than I normally would have just to get a feel where this Bay Trail-M fits in compared to AMD and Core based CPUs. The web based benchmarks allow us to compare across different platforms. The HP Stream 11 performs much closer to a tablet than a typical Haswell based notebook, which is no surprise. It's not the snappiest device on the block, but it doesn't need to be. Let's move on to some PC-centric workloads.

With only two cores and no hyperthreading, the Bay Trail-M cannot keep up with the bigger Core series. It does have better performance than the Bay Trail-T though even though there are only half the cores, but the clockspeed is much higher. There are a couple of benchmarks (Cinebench R11.5) where we have data from the old N550 Pineview core Atom with the HP Mini 5103, which shows that even though Bay Trail is slow compared to Core, it is still much faster than netbooks of old.

While the benchmarks would have you believe that the system is slow and sluggish, unless you are doing something that is very hard on the processor it never felt that way. Yes, things are not as quick as an Ultrabook but tablets make due with less processing power than this. With the lack of a touch screen, it is difficult to compare the Stream 11 to a tablet, but the workload that it will handle is similar.

GPU Performance

The Celeron N2840 carries Intel’s HD Graphics, but with far fewer cores at lower clocks than the Core parts. There are only four execution units, so graphics performance will not be even close to Ultrabooks.

This is far from a gaming system. It is possible to game on it if you keep the workload down. Light gaming, such as games in the Windows Store, had no issues running. I played through a bit of Asphalt 8 and performance was excellent.

Our normal laptop workload for gaming consists of rather demanding titles such as Bioshock Infinite and Tomb Raider, but those would not even crack 30 FPS on the Haswell based Yoga 2 Pro. To get a feeling for a lighter game, I installed League of Legends.

The game was very playable, although settings must be turned down. The default medium settings would give around 30 FPS (measured with FRAPS) and very low produced 60 FPS with V-Sync disabled. Light games such as these can be played assuming you are OK with the graphics being set lower.

Overall performance is very low for a laptop, with the capabilities coming in closer to that of a tablet. Light workloads are the name of the game for a $199 laptop. If you need more processing power, you will likely need to spend a bit extra.



Storage Performance

The HP Stream 11 has 32GB of eMMC based flash storage, which shows as Hynix HBG4e. It is also the first device I have seen which leverages WIMBoot, which arrived at Microsoft's Build conference as part of Windows 8.1 Update to lower the storage requirements for Windows PCs. Traditionally, PCs come with Windows installed on the C: drive, and include a recovery partition to allow people to reset or refresh their computers back to factory specifications. WIMBoot saves quite a bit of space by not actually installing all of the Windows files, but rather keeps them compressed in the WIM image on the recovery partition. This allows the actual Windows Install to only be around 4GB.

However it is not all good news. Performance will be lower, because the files will need to be uncompressed when accessed. Also, the recovery partition cannot be removed like on a normal install, so while you do save space on the actual C: drive, if the recovery partition is on the same disk, then it may take up quite a bit of room, especially if the OEM has installed a lot of software into the WIM, which they are known to do from time to time. In the case of the HP Stream 11, the amount of storage taken up by Windows and the recovery partition is about 11GB, with the recovery partition itself at 7.2GB. Out of the box, of the 32GB of eMMC available, only 17.5GB is free, and it is quickly filled to the point where you need to manage the storage. Multiple user profiles can quickly fill several GB each.

My biggest complaint about the HP Stream is the lack of storage. Doing the review, it was something that I bumped into constantly as many of the benchmarks are quite large. It does include a SD Card slot, so an extra 32GB or so there is almost a necessity, but of course having your files stored on a removable drive comes with its own risks and complications. Be sure to back them up no matter where they are.

Normally to evaluate Storage performance on laptops, we turn to Futuremark’s PCMark 8 test suite. However this requires 30GB of storage free to run the storage tests, so we can’t compare the eMMC in this device to other notebooks with SSDs using that graph.

I turned to a couple of other benchmarks to get a feel for the storage performance. Windows has some build in sequential and random read/write storage benchmarks, which resulted in these numbers:

I also used the ATTO Disk Benchmark to get a result across 1GB of storage. eMMC is not as fast as SSD, especially with small file performance. With a transfer size of 512 bytes, it would only achieve 0.32 MB/s write and 3.0 MB/s read performance, but as the transfer size increased the performance was quite good, with a maximum write of 70.3 MB/s and a maximum read of 166.7 MB/s.

Boot times are also very good, with a time from off to lock screen of around 10 seconds. The HP Stream 11’s 64-bit version of Windows also supports Connected Standby, so wake from sleep is pretty much instant. The storage performance is certainly acceptable, and I would personally take NAND over a spinning disk every time.

Wi-Fi Performance

Wireless networking is one of the first things to be cut when looking at building a budget device. Consumers may not realize that 802.11n support does not always mean the same thing, but the tick box is still checked on the specification sheet. The HP Stream 11 has taken the wireless performance to the ultimate low, implementing a Realtek RTL8923BE wireless card with Bluetooth 4.0 support. The adapter is 802.11n compatible, but with some big caveats.

Unsurprisingly, there is no 5 GHz support, but even the 2.4 GHz range only has a single stream, and only 20 MHz channel support. This gives a maximum connection speed of only 72 Mbps. Generally this is fine for web browsing, but any sort of large file transfers will be extremely painful. For testing, I keep several large files on my server that I normally just copy over the network, but with this device I found myself using a flash drive and copying them over that way.

As reviewers and consumers, we always expect the best, but with a budget this tight HP obviously found it easiest to save a few dollars on the network card. It is pretty disappointing to see this kind of performance in 2014.

WiFi Performance - TCP

Our standard Wi-Fi test only produced a result of 58.05 Mbps, which is a pretty awful result. I can excuse the lack of 5 GHz on this card, but to opt for a single channel only and on that stream to only support 20 MHz channels rather than the optional 40 MHz channels means you will be hard pressed to find worse Wi-Fi performance that still bears the 802.11n name. The standard supports up to four streams at 150 Mbps each, so one single 72 Mbps stream is not very good.



Display

The rise of smartphones and tablets has dramatically changed the display landscape, with practically all tablets having In Plane Switching (IPS) displays. IPS offers much better viewing angles and color reproduction compared to the standard laptop displays that use a Twisted Nematic (TN) based LCD. There has been the start of a push to IPS panels on notebooks, but far too many are still burdened with TN. The lower the cost of the device, the higher the probability it will have a TN panel - Chromebooks included. The HP Stream is one of the lowest priced notebooks available and as such, it is saddled with a TN LCD, and not a very good one at that. But, with the price point it has achieved, we must set our sights a bit lower.

With a resolution of 1366x768, the HP Stream 11 has the standard “HD” resolution and 16:9 aspect ratio of almost all notebooks under $500, and once again with this price we should not be shocked or outraged. Compromises must happen to reach lower prices, and the display is almost always one of the first to go. With the 11.6” diagonal dimension, this display comes in at 135 pixels per inch, which is actually higher than the standard 96 DPI Windows was founded on. It is not high DPI by any means, but it is what is expected at this price point.

With a fairly low resolution, there is no need for any sort of strange pixel arrangement, and as such we have a standard RGB stripe. The display has a matte finish, which causes some subpixel distortion.

To evaluate our displays, we utilize a custom workflow in SpectraCal’s CalMAN 5 software. To measure brightness and black levels, an i1Display Pro from X-Rite is used, and for color testing the X-Rite i1Pro spectrophotometer is leveraged.

The HP Stream 11 is not a very bright display, but at 220 nits it is fine for indoor use. The matte finish would help somewhat for outdoor viewing, but would still make for a poor experience. High black levels result in a very poor 356:1 contrast ratio, which is further hampered by the poor viewing angles of the TN TFT.

As you can see in the image, the blues in this display are ridiculously high, and the reds drop to nothing. This gives an absurd uncalibrated white point of 18363, when it should be as close to 6504 as possible. The grayscale accuracy is also far too high at 11.6.

Display - Saturation Accuracy

When we perform our testing, we are targeting sRGB which is the standard color space for most web content. The HP Stream is not even close to the entire sRGB space, and the amount of drift on our saturation sweeps is very severe. The 100% blue and 100% red are both closer to the 80% mark than the 80% is, which makes the magenta very shifted and compressed. The overall score of 12.01 is very poor.

The colorchecker only confirms the bad news, with an overall score of 10.5. This panel is really poor. Not much more can be said. Calibration also did nothing for the display. It is difficult to calibrate a display to a particular color space when it cannot do the entire gamut. To have a standard, we calibrate to sRGB at 200 nits, and while the Stream 11 is bright enough for this, the LEDs are at practically maximum brightness which likely makes these results even worse.

We have been spoiled by an influx of high quality displays on devices lately. The HP Stream 11 does not continue this trend. It has a TN LCD which is quite terrible, and harkens back to the days of old. At the same time, some leeway should be given due to the price point of the laptop. Clearly HP had a $199 price point in mind and had to find savings to hit that price, and the LCD is always one of the first things on the chopping block. Still, this is even a poor display by poor display standards.



Battery Life

Sub $500 Windows laptops have notoriously had poor battery life, despite their massive size. HP claims over eight hours of battery life for the HP Stream 11. It is helped out by a low power CPU in the Celeron N2840, which has a maximum TDP of only 7.5 watts, and a SDP of 4.5 watts. The display is also fairly easy to drive, with a low resolution and a low pixel density.

In order to keep our results consistent, the display is normally set to 200 nits. The HP Stream is an exception to the rule though because the dimming circuitry is clearly as low cost as the rest of the device. Normally, a Windows laptop can have the brightness adjusted from 1 to 100% in 1% increments in the advanced power settings. The HP Stream 11 though only goes up or down by 10% at a time. It can be set for 91%, but the display output is exactly the same as 100%. At 100%, the display was 220 nits, and at 90% it was 185 nits, so for the battery tests I used the latter number since it was closer to 200. Just to ensure it was not unfair to run slightly dimmer than normal, the tests were repeated at 100% brightness and the results were within a few minutes of each other.

In addition, most Windows devices have an automatic setting to hibernate at 5% battery power, in order to avoid damaging the lithium-ion battery. Li-Ion batteries will stop functioning altogether if the voltage drops too low across the cell, which can cause internal damage to occur to the battery rendering it useless. Normally then, our battery tests are testing the 0-100% useful span of the battery, which is generally 5-100%. In the case of the HP Stream 11, the lowest possible setting before it hibernates is 9%, meaning almost 10% of the battery capacity is not available to the end user.

Battery Life 2013 - Light

In our light browsing test, the HP Stream 11 managed almost seven hours of runtime, which is a decent result. With just a 37 Wh battery (of which we only get 91% of it) it actually has a smaller battery than a tablet like the Surface Pro 2.

For our heavy test, we ramp up the web browsing, download a file at 1 Mbps, and watch a video. This shifts more of the power usage to the CPU and other components from the display, which can be the main draw in the web test. Here the Bay Trail CPU does very well, outperforming devices with much larger batteries, and setting the best battery life time we have seen yet from this test. Our online comparison tool, Bench, does not contain any other laptops with Bay Trail though, so it is competing against much higher TDP parts. Still, with a heavy workload, the device lasted just under an hour less than the light workload test, which shows the efficiency of the processor.

To see the overall power efficiency with the battery size removed, we like to show a normalized graph as well. On our light test, the HP Stream 11 is quite close to the top. It does not meet the incredibly power efficient package that Sony put together for the VAIO Pro 13, but the Bay Trail based Stream 11 does do very well. On our Heavy normalized result, the Bay Trail based Stream 11 shows why it has a place in Intel’s lineup. While performance is obviously lower than the Core parts, overall efficiency is very high.

Temperatures

With no fan at all, one may be concerned that the HP Stream 11 may get warm under heavy use, but as we saw in the heavy normalized graph, the CPU architecture is very efficient.

Idle temperatures on the CPU were around 41° C, with a power draw of 0.57 watts. Putting the device under sustained load did not cause a huge spike in temperatures despite the lack of active cooling. The peak temperature seen on the CPU after about ten minutes of 100% CPU and GPU load was only 65° C. Power draw was around 4.33 watts, so the turbo functions of the design are keeping it within the Scenario Design Power rating of this CPU of 4.5 watts. The outside of the device never gets warm either.

Charging

HP supplies a 45 watt charging adapter with the Stream 11. The maximum charge rate when the battery is almost depleted is about 18.3 watts, which leaves plenty of adapter power to keep the rest of the system going while charging the battery.

Battery Charge Time

The HP Stream 11 can fully fill the 37 Wh battery in just under 2.5 hours, which is the shortest in our admittedly limited sample size.

Speakers

There are stereo speakers on the Stream 11 but they are downward firing. The outright volume on the speakers is fairly reasonable, with a maximum SPL of 86 dBA when playing music. As with most laptop speakers, the physical size and location of the speakers will never result in great quality audio despite the DTS Studio Sound label on the device.

Small speakers facing underneath the device is never going to give a great result. There is almost no sound at all under 200 Hz, and the response curve is not very smooth. While there will be no issues for voice chat, music playback and movies would be better suited to headphones.



Final Words

HP has an interesting lineup with the Stream devices. The lowest price Stream is the Stream 7 tablet, which normally retails for $119 but was as low as $99 just last week. The Stream 8 tablet comes in at $179 and includes 200MB of 4G data per month. The lowest price laptop is this Stream 11 we are reviewing, which has a price of $199, and the 13.3” model comes in at $229. The highest price is the $299 Stream 14, which swaps the Intel CPU for an AMD A4 APU which is going to give better graphics performance along with the larger screen size.

We are used to low cost Windows PCs being big and bulky, but the Stream 11 is far from that. While not as thin as Ultrabooks, the 11.6” model is reasonably light and easy to carry around. Clearly some compromises were made to achieve this price point, with a terrible TN display and a Realtek wireless network adapter that connects at the bare minimum 802.11n speed. It is unfortunate that the IPS display revolution that has taken over tablets has not made its way to the low end laptops yet. Laptop users must still suffer the poor contrast and off-angle color shifts when shopping at this price point.

The Stream 11 is a shot across the bow at the low priced Chromebook, and in this comparison it does well. With the new Windows licensing model, Windows laptops can now compete price-wise with a Chromebook. The Stream 11’s price is right in line something like the Acer Chromebook 11. Usable onboard storage will be higher than most of the Chromebooks around the same price, as they normally only come with 16GB of storage; however, many of them also come with 802.11ac wireless too.

While there are a lot of fans of Google’s Chrome OS, unless you are willing to live in Google’s ecosystem there will be a lot of compromise. With the rise of Android, there are certainly more people who are happy to do this. A large percentage of people need Windows to run the programs and connect to the devices they are used to. Windows 8.1 of course works very well with the Microsoft ecosystem, with OneDrive integrated, and Office 365 being offered for free for a year as a carrot to get people to try it, but Windows 8.1 does not preclude you from working in whatever ecosystem you want, or in multiple ecosystems at the same time. Chrome OS has been adding offline support for a while now, but Windows was designed before there was even an online status, and of course works perfectly well with no access to the internet.

The Stream 11 is a nice laptop for $199. I have to emphasize the $199 part though. If HP releases an updated model later on, hopefully they can squeeze an IPS panel and an updated wireless card in as well. It is difficult to excuse this awful display at any price, when similar sized tablets come with better for the same price. Storage, at just 32GB, is also tight, and I would love to see a 64GB option. I understand why it is not there now, with the added costs of multiple SKUs eating into the thin profit margin on a device like this, but if you are looking at a Stream, factor the price of an SD card into the overall price as well, as you will likely need it.

What HP has brought to the table though is a device which has decent performance, a good keyboard, and a great color to compliment the design. It is all plastic, but with a great matte finish. Small, light, and reasonable battery life makes this reset the expectations of a low cost Windows laptop. Caveats and all, if you have been wanting a Chromebook running Windows, be sure to check out the HP Stream.
