If a dual cooler means the fans can handle full load at say 30% and stay virtually silent, then it's worth it. The 1GB is a bit of a deal breaker though. Why bother with GDDR5 if you're not including at least 2GB?
Heavy gaming does also rely on budget, so it is possible, and it's not a bad thing to have a cooler, quieter system. Especially if you have the slots free. I run dual 260Xs as I picked them up cheaply (119USD each) and have no issues running Skyrim on Ultra at 1440p. My 6870 could do it on high but it kicked up a racket doing so, the twin dual-slot 260Xs are almost silent whilst running higher settings.
